Changes to MSAS in AWIPS Build 5.1.1 allow the code to compile and
run under both HP and Linux versions of F90, and also include upgrades
to the analysis processing to better identify unstable, but still
positive definite matrices.  Other changes include corrections needed to
resolve several software incidents, and improved performance for the
testFileNotify calls used in the AWIPS MSAS scripts.
